On the iPad the synched Notes appear in Notes but not in Files. I want to download to ensure access to the Notes when there is no internet.
I have tried restarting iPad, signing in and out of iCloud, deleting and replacing the Files app, turned iCloud on and off on iPad and turned wi-fi on and off- it was set same network as my desktop - all to no avail

You would either need to share the notes (or copy/paste) contents to an app that allows storage in files.
or, move the notes to on my device
or, move the notes from your email provider to an offline folder
Thanks I hadn't quite appreciated the fact that the Notes app retains the data on my local devices with the data also in iCloud.
Thanks for your comments. The problem with the moving options is that the notes no longer are in iCloud Drive. The use of another app that supports sharing of iCloud data whilst maintaining a copy in Files would be a good option. Do you know of such an app?
Just the notes app itself. Your notes are on your device so no internet access is needed. Any edits, or new mores you create, will sync once your online again.
iCloud Drive Notes are synched OK but I cannot see how to download to iPad or to access these without internet active
