Permanently delete photos across all devices

I am attempting to delete photos from my Photos app on my iPhone as well as from the cloud as well as from all of my devices as well as from Google Photos and it just seems like no matter what I do no matter how many times i delete these photos, which ive done as “syncing to icloud” as well as the alternative setting.

I am so frustrated with having these hundreds of photos which i painstakingly perused to delete end up showing up again!! I have deleted and deleted from the “recently deleted” folder.

is it possible that a an iPhone that I still have on my Apple profile that is no longer in my possession is the problem and that perhaps it is not deleted from that or or is there another setting in which I can delete photos from one device and have them deleted across all devices that is simply what I’m asking thank you very much for your replies
