Why can't I turn off Find My on iPhone?

I'm trying to turn off Find My to restore the very same OS image back onto the unit. I have to turn this off to restore an image. My Music library won't delete for some reason and I thought this might fix it.

How can I fix this?

If Face ID is Dulled-Out:

A. Accept New Terms & Conditions:

See if there are new iCloud Terms & Conditions that you need to accept.

B. Allow Face ID in Screen Time:

Go to: Settings
Tap: Screen Time
Tap: Content & Privacy Restrictions
Tap: Passcode & Face ID
Tap: Allow (so that it is checked)
