Using iPhone 15 iOS 17.5.1 ... turn on Personal Hotspot.
However, my Dell Inspiron 5515 Windows 11 laptop does not show the wireless Hotspot entry.
Maximize Compatibility is enabled.

Hotpsot is a phone carrier feature contact them.
If you Dell doesn't see wifi/hotspot connection contact their support.
Not an Apple or Iphone issue, not their features.
