I’m locked out it’s telling me to ask the owner to unlock when I go to sign in!! I’m confused cause I am the owner
You clearly need to discuss this situation with your "teen".
Presumably the iPad is now signed-in to an AppleID that you don't control. If so, until your "teen" unlocks the iPad and removes the Activation Lock, the iPad may be useless to you.
If you have the required documentation to prove to Apple's satisfaction that you own the iPad, Apple might be able to assist. Be aware that the bar for acceptable proof is high - and release of the iPad is very much at Apple's discretion.
