Siri not respecting “Prefer Silent Responses” on iOS 17.5.1, iPhone 14

Recently Siri started responding out loud (very loudly) over the iPhone speaker when I ask her to remind me of something this happens whether I say Her Siri or use the side button. I am not driving or on the car. No Bluetooth device or headphones are connected. This is annoying and embarrassing especially when I’m in public. I have switched o her to “ Prefer Silent Responses”

I’ve seen this mentioned before and thought it had been fixed. Can we get this fixed please? Here’s are screenshots of my current Siri settings:
