cannot sync library to iphone

I recently let my 200 GB monthly icloud+ subscription lapse. i noticed once it did, songs from the iCloud library disappeared from my iPhone for offline listening. I have since restored the iCloud+ but cannot sync my mac music library to my iPhone.

Before this happened, I'm sure Apple allowed you to store 100,000 songs by matching your physical music library with an online copy of the song without being an Apple Music subscriber or Itunes Match subscriber.

I am not able to figure out how to restore my music. There is no 'sync library' or 'icloud music library' option under 'Music' on my iphone. Also, connecting the iphone to mac won't allow manual syncing as I do not have enough storage.

Please help!
