I have an iPad Pro m1 and I have tried to turn on voice control but it keeps saying unable to turn on voice control. I have turned off power saving mode , restarted it but it keeps saying the same thing. Please help me out

If this is the first time you will use Voice Control, setting it up first may be needed.
Apple support's online article Use Voice Control to interact with iPad - Apple Support may help you:

"Before you turn on Voice Control for the first time, make sure iPad is connected to the internet over a Wi-Fi network. After iPad completes a one-time file download from Apple, you don’t need an internet connection to use Voice Control".
