Can an old iPhone be deleted from my iCloud, then factory reset, if an unknown Screentime PIN is set?

My old iPhone 11 is still on my iCloud account and I can see it under my Apple ID on my iPhone 14. I would like to factory reset my iPhone 11 but it has an unknown Screentime PIN on it and when I attempt to reset the Screentime PIN with my Apple ID it goes back to the failed PIN screen and increments the failed attempt.

Can I delete the iPhone 11 from my iCloud account and then be able to factory reset it? Or will the Screentime PIN always remain on the local device?

I don't want to orphan it from my account by deleting it if it still needs some connection to my iCloud identity to reset the PIN or something.
