Disable and Delete - how long until iCloud Storage messages download?

I have some messages I really need to get back from over the years. I have always stored them into iCloud. There was maybe a small period of time in which I hadn't. I have 27GB in my iCloud storage from messages alone, and more than enough phone space for them to download. I did the disable and delete, to which it told me it would download the messages not stored on device. It's been over 24 hours and I haven't even seen a loading bar in my messages or anything. Is there a timeframe? I don't understand how to retrieve my messages back - and if there is no way to, what is even the point in iCloud Storage when it comes to text messages?
