How to erase my mother's iPhone?

How to erase my mother iPhone when Touch ID is in the way?

she has not been using Touch ID for six years and her registered fingerprints are no longer recognised.

Is SIM in Android a reason? She has decided to switch to Android and no longer use this device.

Stolen Protection is ON and cannot be turned OFF without Touch ID

How is Touch ID in the way?

Touch ID is only used to unlock the screen when you turn it on. You can enter the passcode if it is known instead of using Touch ID. Touch ID is not required once in the iPhone for anything. You can use the passcode for things that use Touch ID. The theft protection using Find My is not a option that uses Touch ID.

Touch ID is not used to remove the device form iCloud or turn off Find My iPhone, for that you require the logged in Apple ID's password.

The sim card is not related to any of this in any way.
