Icloud asking for passcode from device with no passcode

I ask this question before but i cant find the post.

I have two notifications from settings that will not go away unless i sign in for iCloud with my two devices iPhone, and an iPad my iPhone has a passcode while my iPad does not, when i got my iPhone i chose to sync iCloud data and it asks for the password to the iPad which its broken so it doesn't turn on but its still logged in so it still asks me for the non-existent passcode…
