Does Apple provide discounts for those low income individuals?

I believe there may also be Apple Stores for veterans, people in the U.S. military, and government employees.

Most Low Income programs are managed by your local government or agency. In some cases Federal grant many is given to these organizations. Apple may contribute to these programs, but you would need to apply for those programs directly and not to Apple. The same is true for the cellular service that would be required to use the phone. As Neil said, Apple provides the iPhone SE as a budget option.
