Screen time phone not sending to parents phone

My two kids have iPhones and iPads. The screen time limits and usage is not being sent from their phones to either parent phone. All phones are running 17.5.1. Last data sent from both phones to parents’ phones 6.8.24. Both iPads are sending screen time data and app limits without issue. Kids phones are showing data usage and limits on their screen time in settings. But not shutting off at end of app limit or sending that data to parents’ phones.

I have

1) shut off screen time and turned back on

2) restarted all phones

3) made sure location settings are on

4) reset screen time passcode

5) ensured parents are set up as guardians in “family” settings

any ideas?
