It doesn't "typically" require it. It ALWAYS requires it. The only time it wouldn't is if there is an original purchase receipt. It also isn't the Apple ID that was originally used to set up the device, it's the one that the device is currently locked to. That could the second, third or twenty-fifth one used on the phone.
