Allowing App Installations:

Is Screen Time enabled? If so, you'd have to allow installing apps.

1. Go to: Settings
2. Tap: Screen Time
3. Tap: Content & Privacy Restrictions
4. Tap: iTunes & App Store Purchases
5. Allow: Installing Apps

What message are you seeing or what happens when you try?

If you see a message that you need to update your payment method, then add a card to your account.
