iCloud keep generating empty folders with different names in storage

Since not long ago, my iCloud keeps generating empty folders with different names in storage, and keeps generating even after I deleted them. Note: C++ and MD notes are actual existing folders stored in iCloud Documents. What are the probable cause of this?

Download All of iCloud and then Upload:

One thought would be to download all of iCloud, and then re-upload it. You would download it to an external drive, and then open the drive in Finder.. Use my user tip: Getting a Quick and Direct "iCloud Drive-to-External Hard Drive" Download - User Tip
