Why I’m getting charge for something that free
Why is every time when to download a free game I have enter a payment method to down anything that free you have to when it free

Because "free" 'games have in-app purchase options for extra features.
The bottom line here......Apple has a policy that requires a payment method......even if you only plan to download free apps. So, if you do not provide a payment method, you will not be able to download any app......free or not.
Your credit card will only be charged if you make an actual purchase.
