EU Power Adaptor
I've seen the option to choose keyboard language, and I wonder if I can request the right EU power adaptor before I place my order?

If you are referring to purchasing an Apple power adapter from their online store, then typically you will be required to purchase it from the store in the same country as your credit source. That is, if you live in the U.S., you would need to have a U.S.-based credit card.
If you plan on traveling to another country in the EU, Apple does sell a "travel kit" with multiple power adapter duckheads.
