2 devices down time contact communication

My child has 2 Devices and screen time is set up across both devices however she can only communicate with the specified contacts on her iPhone but not on her iPad during downtime. How can i have her be able to communicate during downtime with her specified contracts on both devices? Sometimes she leaves her phone with her dad and then she cannot contact me when she’s in downtime bc she only has her iPad.
