Restoring without no backup?

I have a iPhone 11, and it says that i have to go to support.com/apple/iphone on top of the screen, and when i try to restore it using MacOs Mactonerey, it just keep on showing the same thing. Does it have to have a backup to be restored? If so, how do I add a backup when it's sayin the support thingy. Pls I need help :(

If you don;t have a backup it should restore it to factory settings. Do you have another mac that you can try the restore process on?

Unfortunately, no. But, what do you mean by it should restore it back to the factory setting if it doesn't have a backup. It just keep on showin the black screen support.
