why did i just have to close out of 4 ad screens

I just had to close out of the same ad 4 or 5 times. It had different types or styles of ads. One was 10 seconds minimum unskippable and then the next was like a picture of it. Then it brought me to the “App Store” styled ad. Then it brought me to a gif like ad and then it finally closed out and let me play my game. All for a gambling app and then the same thing for a monopoly app. How is this allowed?!
