Files, Photos and iCloud Drive

My old iPad is getting full so I thought moving thousands of photos to the iCloud Drive would make room and lower the used/free ratio in the tablet. Now it seems worse as the available storage in the tablet has substantially decreased and shows the fat iCloud Drive as part of it. What kind of cloud is this that keeps using the physical memory of the device? Maybe I should move all my photos to the external drive on the Mac, like its 1995!

iCloud is not external storage that operates as an extension of your device; it is a synchronization service. You can, if you wish, optimize photo storage (settings > photos) to reduce the size of the photo library
