Setting up an iPad: "Continue" is grayed out on Apple ID login screen

I'm helping my dad setting up his iPad over the phone. He managed to do the first few steps, until the iPad wants to setup the Apple ID.



We're stuck on this screen (see attached screenshot). Why is the Continue button grayed out?
