How can't change the the screen time passcode of my daughter's old phone to erase all data. I follow all the steps to change it but it doesn't work.

Wondering how you have tried to change the passcode, and what happened when you tried.
You may need to update the iPhone to the newest compatible iOS version ...
eg: Look in Settings > General > Software update to see if there is an update waiting for you to install.
