How to remove iCloud Activation Lock?

If you bought a used iPhone, which is Activation Locked and you don't know the Apple ID or Password used to lock the phone, you cannot unlock it unless you know and can reach whoever locked the phone. If you can't reach them, you own a useless phone you cannot use. Apple will NOT help you. We CANNOT help you.
Return the phone for refund if you can, but if you can't, recycle it responsibly as it is totally, utterly useless to you.
