Currently the only governmental agency support having a license in your Apple Wallet is TSA. It’s not valid for any other purpose. TSA support it as a valid/legal ID in about 30 metro airports across the US.

Georgia is one of the states that supports adding a driving licences to Apple Wallet:
Add your driver's license or state ID to Apple Wallet - Apple Support
However, whether or not that will be accpeted when you go to vote is something you'd need to find out from the state government. Frankly, I wouldn't risk not being able to vote and would take my physical license with me.
muguy's information would suggest that you shouldn't count on it for ID when you're voting. It seems unlikely that all polling places will be outfitted with readers.
The instructions say that you can use the wallet driver’s license at businesses (not strictly airports) but I can’t find a way to share my age, photo, etc using my wallet drivers license with a business that might be checking ID. 🤷🏼♀️ Any ideas as to how this works?
The business would need a reader. You tap your phone against it.
