Is it okay to wear a 45mm Apple Watch with a 41mm Strap?

So I find the 9 series 45 mm

more comfortable with the 41 mm strap on it.

is it okay to wear like this ?

You are free to use the watch bands of your choosing. I would be concerned that the locking lugs of the 41 mm watch band might not lock securely into the watch channels of the 44 mm watch. If they don't, during a vigorous activity the band could slip out of the channel and you could lose the watch if you weren't aware that happened.
