There may be a couple of ways to go. One way would be to use the fact that a Mac can have more than one Photos Library, but only one can connect to iCloud. So you could have two Libraries, one that has pictures you don't want to sync with your phone and another that does. On the Mac you can switch between the two, and you can copy pictures back and forth.
You can make a new Photos Library by closing Photos and then option-clicking on the Photos icon. You can name it something new. As long as you do not designate this new Library as the System Library, it can not connect to iCloud.
As Phil0124 said, the System Library will always have exactly the same pictures as iCloud and your iPhone. The other Library will be independent.

If you want to get photos through iCloud Library from the iPhone then the option must be turned on the Mac, and that activates the sync both ways. iCloud to Mac and Mac to iCloud.
