I just upgraded to Sonoma 14.5. In Outlook for Mac the print dialog box is cut off. The normal process for expanding a dialog box (hover on the edge until the arrow appears and dragging it) does not exist. There is no scroll box on the horizontal or vertical edges.
MacBook Pro 13″, macOS 10.15
Have you tried deleting and re-installing Outlook?
If you still have the same installer you might want to reinstall.

On your screen you can see the pull-down to select which printer (we have multiple printers), and you can see the "print" button. Notice mine is cut off both on the right and on the bottom. I am unable to expand it.

I did check Microsoft, and my updates are current. Mine is a digital download, and I doubt I could find the original link, so deleting it and reinstalling it would be a pain. I hope it doesn't come to that.

Honestly, this sounds like a question for Microsoft. You might want to try searching their forums.
I'm a bit out of touch with Outlook as I don't need to use it anymore, but I know that there is both an old version and a new version (there used to be a toggle in the upper left corner, I think?). They looked a bit different. I don't know if that's still the case or if it's relevant but it might be an avenue to explore.
On my print dialog which is almost identical to yours I can scroll back and forth though it doesn't reveal much more than what you see on yours.

They have the entire right edge cut off, and there doesn't appear to be any way to scroll sideways. There is definitely a problem.
Could it be your screen resolution that might be causing it?
