Screen Time Contacts Issue

On my Mac running 13.6.7 and my phone running 17.5.1 I am not able to manage my daughters contacts. It is saying 0 for Contacts. She has her own Apple ID.

On her phone she is running 17.5.1 and has a list of contacts.

I have tried the following.

-Restarted her phone

-On her phone, signed her out of iCloud

-On her phone, Apps using iCloud, turned off and on Contacts then "keep on iPhone" then merge.

-Turned off and on screen time on her phone and my phone

-Turned off and on "Manage Mary's Contacts" on my phone

I don't know what caused this to happen but I am not sure what I am missing. I don't want to wipe her phone and start fresh to fix it.
