Family sharing with multiple issues

I’m the Organizer for our family of 4 (2 teens, 2 parents), and things have been confusing between Apple IDs and devices. We all have our own IDs, but only my husband can share purchased apps. I’m getting Journal prompts for my son’s phone locations, and he’s listed in my devices on my phone/profile, but logged into his own ID on his phone. My daughter’s phone is asking for my Apple ID password, and uses my Face ID, even though we never set it up for me—and meanwhile she can’t download apps, even free ones, if I’m not there. When we set up “Ask for Permission” in Apple Pay, it texts my husband, despite it saying it’s controlled by me.

Is there a way to untangle this weirdness??
