The cheapest iPad that currently has a laminated screen, works with procreate and supports the Apple Pencil 2nd Gen is the iPad Air 4th Generation. Unfortunately, this product is no longer available directly from Apple, and you might have to go to other retailers to buy it new or refurbished.
