Hello! Please help me update apps and download new ones. The App Store app asks for a password, then a credit card, I enter everything step by step, but then it doesn't play and gives an error. Please help me

It seems that the app store has been blacklisted I can't download new apps in the app store and I can't update apps that I already have. They ask for the card number, I output it, they give an error. If it says what error then including that would speed a resolution to your issue.
