Icloud Zipping my Photos

Icloud is automatically zipping my photos. In order to retrieve and view them, they want me to pay $11.99 or $39.99 for the software. I already pay $11.99/month to Icloud. Why do I have to pay again?

Windows, Windows 11 (22631)

My experience is it wants to do that when downloading more than one at a time.

As for charges, I find that hard to believe, but I do not use Windows. I bet you have some third party program that you have set as the archiving tool and it is wanting to charge you. You must be able to find free software for doing that if Windows itself does not. It's not Apple charging you.
