Cannot sign into iCloud for PC because "Allow" on 2FA disappears too quickly.

I have tried many different ways to sign into iCloud on my PC, but with no success. I can sign into iCloud.com using 2FA but not the Microsoft app for iCloud. There are other threads that talk about how to get around the problem. I believe I've tried all of them from checking my password to trying to get a code from the security section on the 2FA on my iPhone. I even changed the time to automatic on my PC and that didn't work. I've removed and reinstalled the app. I have restarted my PC. Any other suggestions here would be appreciated. I called Apple support and they could not figure it out either.
