“iCloud and Find My” Settings inside Apple Account greyed out

The iCloud and Find My Settings inside my husband’s iPhone Apple Account is not working. I am trying to know my husband’s location but was unavailable, I checked his iPhone Find My app, and said” to enable Find My, please log in in Settings app” I pressed “Go To Settings” and showed nothing. I tried to open Screen Time, Content& Privacy Restrictions, but it’s not turned on.
