iPhone won't reveal time zone

My iPhone calendar keeps entering events in the wrong time zone, which is horribly annoying. Online forums have told me to check the time zone in my settings, but it won't populate. The loading icon just keeps spinning. I've confirmed that my location services are ON for time zone (Privacy > Location > System Services > time zone), but the time zone location simply won't populate. I'm suspecting that this issue might be affecting my calendar events?

Any idea what to try?
