I cloud storage and update (after I cloud canceled my plan)

I forgot to change my credit card information so apple couldn't charge me and they canceled my iCloud plan.

Now I updated my card information and I'm trying to buy more storage but I cant access my storage. Not on my phone, or on my macbook either. Please I need a solution.

I try to enter the "manage storage" option and it never loads.

All the links from apple to upgrade my storage wont work.

Please help

I've tried every option but there is no solution and I can't chat with any operator which would be perfect. Im from Uruguay so I cant find any help. It's so herd to get in contcat with apple its very disappointing
