I am considering subscribing to Apple One, since it seems cheaper than all the separate services. My only question is if one family member buys a song or an app, who pays for it? Does the family member pay for it, or do I? I'd rather than the family members pay for what they want other than the subscriptions.

If you're not using Purchase Sharing, it'll be charged to her card. Otherwise, see above; if it's enabled, family members won't be able to pay for items themselves except through store credit.
Whether or not you're sharing the subscriptions doesn't matter.

They'll be charged to any store credit the family member has, and if needed, to the organizer's payment method on file. For reference, those items aren't part of the subscription.

Thanks for your quick reply. I'm still a little bit hazy on this. So if my daughter is on the family plan for Apple Music (or TV or anything), if she buys a song or a movie, is it her credit card that gets charged or mine?
