This Apple article will help you If you can't add a card to Apple Wallet to use with Apple Pay - Apple Support. Apple does not approve or decline cards for use with Apple Pay. If your card was declined, contact your bank or card issuer.

Try the following:

• Be sure to activate your card before attempting to add it to Apple Wallet by contacting your bank.
• Be sure the card has not expired.
• Be sure to verify all information on the card matches exactly.

If none of those work, then try linking the payment method:

Open Settings ➢ your name at the top of the list ➢ Payment & Shipping ➢ Add Payment Method.
