Apple double charged me for a gift card
i purchased one gift card and applie billed my card twice for it but I did not recieve two gift cards. Not getting any option to file a dispute

There is no way any forum user help you with this. You should just contact with Apple Support, describe the situation and ask for return if charged wrong:
