I created a new appleid for my wife to separate our iPhones, while working with support, the account has become locked and no one can help. Because the account is locked, none of the recovery options work. Per Apple Care support, we wrote to Apple Inc. who just referred us back to Apple Care and other support options that don't work with a locked account. The account was verified with email and phone number and used to sign in to the iphone. Now we can't sign in or out.
