For information about how to delete an Apple ID account, read this support article —> How to delete your Apple ID account - Apple Support

Carefully and thoroughly read that article for information about what happens when you delete your Apple ID account. For example:

"Make sure that you sign out of all your devices to avoid issues with apps that use your Apple ID account or iCloud. After your account is deleted, you can't sign out of iCloud or turn off Find My iPhone Activation Lock on your devices. If you forget to sign out, you might not be able to use your device when your account is deleted."

I am a bit puzzled though. If it is inactive why not just get it activated again? This link (versus one taking you to the general support page) is the most direct way to get to the people helping you with this:

1. Click here --> https://getsupport.apple.com/?caller=cups&PGF=PGF63005

2. Select: Disabled Apple ID

3. Select: ”The Apple ID is not active" alert

4. Select: “Continue”

5. Select a chat or telephone call option.

See this support article. Note that before you delete an Apple ID, you must not be using it on any device, otherwise you will never be able to log out of that Apple ID, since the password for it will no longer be available. You will also want to review the article to see what else happens when you delete an Apple ID.
