Mac mini login pin blocked Won’t reset

My Mac Mini wouldn’t accept my password to login after a reboot. I tried to reset it through the Apple ID process. It required I reset all the login passwords but when I tried to login again it said “pin blocked”. I have tried multiple times with multiple reboots in the process.

I can’t get into my computer.
