Cashapp Cashout To Apple Pay keeps refunding no matter what I do

Recently I’ve lost access to features on my cash app account, but it still has money on it and I’m able to access it and potentially cash it out to my apple pay digital card number. But every-time I attempt to do so it instantly refunds the amount back to the cash app no matter what I do. I’ve also tried to do so with my working cash app and it still does the same thing. Is this an internal issue with Greendot’s virtual apple card, or is it something I’m not aware of? This is really urgent, because It’s a large sum! I’ve even tried to start with a low attempt then do it, but nothing’s working. Immediate help needed PLEASE!!
