Hello, my photos are missing on the photo application. I have a total of 23k photos and it shows below of all the photos. However, it only shows 7k of photos and some are not downloading. The photos are still on my icloud. Same goes with my notes.

Can you help clarify this? For instance, "it" seems like it might refer to two different things. You refer to iCloud, but there is iCloud Drive and iCloud Photos. Are you saying that you have 23 thousand pictures in the iCloud Photos Library? Like this?
At the bottom of iCloud.com, how is your storage? Here's mine:
Are you also saying that there are 7000 pictures in your iPhone's Photos Library?
On your phone, do you have iCloud turned on in Settings>Photos? Do you have Optimize Storage checked?
At Settings>General>iPhone Storage, What does the the storage say?
How much is used out of how much available?
