Will be able to update my iPad mini 4 to software 16 when it comes out?

iPadOS 16 has been out for almost 2 years now.
The current iPadOS version is iPadOS 17.
iPadOS 18 is set for release in the fall.
An iPad Mini 4 cannot update beyond iOS 15. It is the most recent iOS version it supports.
