what happens if the iCloud storage is full but I will still pay for the storage

The storage was full, I received a message that 15 days had passed. I pay every month, I don't want to increase the storage. Will photos now be saved to the phone itself? Will photos be deleted from iCloud even when I pay and the storage is full?
