To withdraw the Apple ID balance

I changed the place of living from Russia to Portugal.

The balance under the Russian region is 109 RUB.

Can you please withdraw it as I want to change the region and not able to do it until the balance is zero?

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method from the current region for the excess amount; if you can't, click here and ask the iTunes Store staff to zero it.
